dc.description.abstract Literacy has been identified as an important tool in poverty reduction. But it appears that the focus of literacy programme in Nigeria has been on reading, writing and numeracy with its limitations in tackling rural poverty. The paper therefore proposes holistic literacy programmes through REFLECT which, in addition to reading, writing and numeracy skills, will i_mpart skills of entrepreneurship, creativity and self..,reliance as well as emancipation and survival skills for sustainable livelihoods. en_US
